Quantum Radiation Solutions was founded from a simple yet powerful idea: that radiation control programs and emergency response agencies deserve practical, effective support from someone who understands their challenges firsthand.

Angela Leek, PhD, CHP founded Quantum Radiation Solutions after more than two decades in the radiation protection field—including 10 years leading the radiation control program at the Iowa Department of Health and Human Services. Her experience managing statewide radiological protection, regulatory oversight, and emergency preparedness gave her a deep appreciation for the needs of radiation control programs, emergency planners, and public health professionals alike.

Throughout her career, Angela saw that programs often lacked access to solutions that could rapidly support the never-ending changes and challenges related to technical expertise retention, project support, and staffing turnover. She created Quantum Radiation Solutions to fill that gap—offering expert guidance rooted in the realities of day-to-day program operations, oversight, compliance, and emergency response coordination.

Angela’s experience includes service as Iowa’s representative in following roles:

Governor-appointed liaison to the U.S. Nuclear Regulatory Commission, the Conference of Radiation Control Program Directors (CRCPD), the Organization of Agreement States (OAS), and the Council of State Governments – Midwestern Radioactive Materials Transportation Committee. She understands the importance of federal-state partnerships and brings that collaborative mindset to every project.

Deep Roots in the Radiation Protection Community

Angela is a Certified Health Physicist, a Director Member on the Board of Directors of the Health Physics Society, and a Lifetime member of the Conference of Radiation Control Program Directors (CRCPD), where she served six years on the Board and as Chair in 2022. She is also a member of the National Council on Radiation Protection and Measurements (NCRP), contributing to Program Area Committee 3 (PAC-3), which focuses on emergency response and recovery.

Her national and international work includes initiatives with FEMA, the U.S. Department of Energy, the National Academies of Science, Engineering, and Medicine, and the International Atomic Energy Agency. She has also co-authored multiple publications, including a chapter in The Oxford Handbook of Nuclear Security.
